There were no instructions so I will enter the way I think they did it:
1. Bake the cupcakes
2. Ice white first, then chocolate over all but center. Add tip 5 "collar" of chocolate icing.
3. Tint skin colors and roll stiffened icing into a ball.
4. Pipe hair using large flat tip 789 - add eyebrows.
5. Using a small palette knife, press some hair indention.
6. Use your small palette knife to make the mouth indention.
7. Nose: make tiny round ball of stiffened icing and attach. Now press it flat.
8. Pipe tip 3 white eye; flatten and let set. Then pipe black over the white part; flatten. For the shine, brush clear piping gel on the black part of the eyes.
9. Add Gum Paste Grad Hat #5785 The style of hat is slightly changed. They change every year.
Just imagine the fun when your guests discover "themselves" and eat them!
