These are the items to buy at a hardware store. Screw the tee into the plastic pipe. Screw the pipe into the flange.

Mount the device on a wooden block.  Before  screwing the tee to the plastic pipe, put the pipe through the center of the paper towels.  Put a wooden dowel rod through the hole of the tee.  Make your loops and dry them on the wooden dowel rod.
