Hats
Take a small amount of fondant and divide into small balls.  Into each small ball knead in the colors.  These will be used to make hat bands, bows, and ribbons.

Roll out white fondant about ¼ of inch in thickness.  Then using a decorative rolling pin roll out design.  I used a decorative pin that had squares in it.  This was then painted into a checkerboard pattern.  Using Crystal Colors/Charcoal mixed with lemon extract.  Set each crown aside to allow the color to dry.  Meanwhile take colored fondant and roll out to desired thickness.  Then cut with cutters to form the band and brim.  You may want to also use a decorative rolling pin on these as well.  Paint in design of your choice.  Once the painting is dry place pieces into Ziploc bag to keep fondant soft.  Otherwise it will crack and split when you try to place around the sides of the cake.

Make several ropes of colored fondant and several ropes of white fondant.  Arrange into alternating rows and roll together to make a striped fondant.  This you can use to cut out thin strips to make bows.  Make bows and allow to dry overnight.

Assemble Hats on cake starting with the crown first then add the band, add the crown.  The hats were attached to the cake using royal icing and allowing the royal icing to set, before decorating the hats.  You will then decorate your hat with the bows, tiny flowers and leaves.
Tiny flowers and leaves have been made ahead of time out of gum paste using tiny cutters.  Dust with chosen colors and set aside.

Hat 3-D
Roll out pastillage to about 1/8 inch thick and cut using larger round cookie cutter, cut out the center.  Cut the slits around the center opening and bend them into an upright position.

Roll out pastillage and using smaller cutter cut out crown of hat.

Moisten the inner circle of the crown and the outer edges of the upturned slits of the brim.  Carefully fit the crown over the slits and onto the brim.  Smooth edges to ensure a neat fit inside the crown.  Place the hat on a small hat former.  I used a small woven hat found in the craft department of Hobby Lobby.

Purses

Roll out white fondant and cut out chosen shapes.  Paint designs on the purse  or use decorative rolling pins and color the design.  Red purse was made using red fondant rolled out and shapes cut into it and the same shapes were cut out of black and place into the red and rolled out again to meld the two colors together.  Cut out shape and set aside.
Each purse had color dusted on to add shadows to add dimension to the purses.

To Make a 3-D Purse:
Roll out the pastillage about 1/8 inch thick and cut wide strip to make the base.  Roll out pastillage about 1/8 inch thick and cut two purse shapes for the front and back.  Then cut out a side panel strip for sides of purse.  Carefully ball out the lower half of purse shape to form the bulge.  Now fit the front and back panels to the longer sides of the base.  Glue the edges. And support this in an upright position using cotton balls.
Lightly fold the two sides pieces in half to form the fold and fix to the base as end panels and join to form the pouch.  Smooth over the joints for neat edges.  Glue the top of the bag together evenly arrange the two sides to fit and suit the required shape.
Roll out paste thickly and using clasp cutter to cut out two clasp pieces.  Fit the clasp pieces to the front top and back top of the bag, making sure that the small catches on the top are set adjacent to each other.

Set Aside to dry.

Shoes:

Roll out fondant and using decorative rolling pin make the pieces that will be painted.  Paint with chosen colors and set aside to allow the paint to dry.

Red shoes- were cut out of red fondant then decorated with royal icing dots and heel was cut out of black fondant.  Small flower was added to top edge of shoe.

Button Top Shoe:
The top of the shoe was cut out of white fondant then painted with black dots.  The middle piece was made using a decorative rolling pin, the toe of the shoe was cut out of strips of colored and white fondant rolled together.
Small bow loops were added to top.  Small green balls were added to mimic buttons.  Attach bow to top of shoe.

Striped Shoe:

Striped shoe was made out of stripe fondant and black fondant.  The striped fondant was used to cut out the shoe shape and heel.  The top of the shoe was cut out of black fondant.
Red/White striped bows were attached.

3-D Shoe:

Red or Black Pastillage

Roll out red pastillage to about 1/8inch thick and cut out sole shape.
Place the shape over edge of can or jar, ensuring that the front foot pad area is flat.
Roll out paste and cut out the front shape and back shape.  Slit the front shape/back shape at right angles.  Moisten the back of the slits and fit to the sole.  Support with cotton balls.   Roll out paste and cut out sole shape arrange overtop and moisten to fit to shoe.  Trim where necessary to fit the shoe.  Set aside to dry overnight.  Attach small dots with royal icing and add flower to top of shoe.  Heel:  To make heel use the smallest cutter in set and roll out paste and cut several of these shapes and stack on top of each other, moisten slightly on each layer.
Attach to bottom of shoe.

Pastillage Recipe:

4 cups of powdered sugar(set aside 2/3 cup)
3 teaspoons of Sugarpaste gum mixture
¼ cup water

Grease bowl and paddle of beater.  Add sugar and gum mixture blend for about a minute.  Gently add the ¼ cup and blend.  Take remaining sugar and place on clean countertop.  Take pastillage mixture and place onto sugar and knead for few minutes.

This is a nice white pastillage.
